Soyuz is man-rated -- it's been used to take astronauts and cosmonauts into space for decades.
The SpaceX Falcon 9 is being designed as a man-rated launch system to take crew to the International Space Station.
And how solid is the "man rated" criteria, anyway? The Shuttle is "Man rated" yet has a 1.5% catastrophic failure rate -- we've lost 2 flights, 14 crew, in just 132 flights.
There are some 30,000 commercial flights each day in the US. If the "Man rated" standard were applied to commercial aviation, in the US alone we'd have 450 fatal airliner crashes every day!!
We need to move beyond expendable-hybrid vehicles (heck, we designed one in the 1960s like this called the X20 Dynasoar) to fully re-suable space access vehicles that can take us to airliner-type operations, safety and costs.
