I'm sure you meant to say something along the lines of

"Evolution is *both* a fact a and a theory. The fact of evolution is that species (or gene frequencies in populations if you prefer) change over time. The extremely powerful and well-supported scientific theory of evolution is our current best explanation of how these changes happen."
