If a TEA party group wanted to hold a demonstration in a public park in DC, they would be charged for the space, police presence ( which is almost never needed at tea party functions) and their deposits would be returned only after the clean-up was paid for, which is also almost never required at tea party events, and they would only be granted a permit for protest for a few hours.
