What the hell is in "omnibus budget?" Do you understand what omnibus means? The federal budget, by definition, is omnibus. The appropriations bills are what fund the budget. Back in the day when the Senate actually passed a budget, there were 12 appropriation bills Now, without budget lines to appropriate, the "Omnibus" Appropriation bills are being passed to fund the government. The appropriations can be fillibustered, which then leads to Budget Reconciiliation, which cannot be fillibustered. Quit being a tool.

You are attempting to obfuscate the difference between a budget bill and an appropriations bill. The op/ed is absolutely TRUE. The Budget does NOT appropriate funds. Also, the Byrd Rule ONLY applies to AMMENDMENTS to the budget, not to the bill in toto. the ammendments subjected to the Byrd Rule must pass by 60% IF a point of order is presented. Ammendments NOT subject to the Byrd Rule are a majority vote that cannot be fillibustered.
