That would be the Posse Comitatus Act of 1878...which basically prohibits the U.S. military from acting as domestic law enforcement except where expressly authorized by the Constitution. In 2006 a change to this legislation was passed at the request of President Bush so that the military could be used to restore order in the wake of Hurricane Katrina. In 2008 that piece of the Act was repealed and it was returned to the original wording of 1878. I suppose that an Act of Congress could allow the military to patrol the border and enforce immigration law...but don't look for that to happen as most people in government would rather see this handled by civilian authorities. There ya go....a serious answer to what I am certain was a sarcastic question not looking for an answer.
