Plain and simple reason being same coupon / voucher is emailed to random ebayers [or may be not random] Say for example. Voucher X1 -> gives 5% discount till 1000 till date 20 July 2008 Voucher X2 -> gives 10% discount till 2000 till date 26th July 2008 X1 is sent to random 100 or probably 1000s email, X2 is also sent to a lot. It doesn't differ from email to email. So if you just see the validity, anybody can use already used coupons by somebody else also, but same user cannot use the same coupon twice. Another note..
