I tend to agree with you. Personally, I don't care how fast the rail goes (it goes pretty fast anyway), but that it simply goes. That's why I'm a big fan of going back to trolley cars as a cheap alternative to extensive subway systems.
We have to learn to live without speed. However, people seem to be less receptive to ideas that they think will diminish their incredibly wasteful lifestyles. In that sense, I would put up with the moderate insanity of high-speed trains as an alternative to the constant, lethal insanity of highway #2.

Regulations have actually been the problem in the first place when it comes to the meat industry. Small farmers have been pushed out of the meat production and slaughter business by large companies thanks to regulations requiring meat to be slaughtered at a government inspected industrial facility (which costs one hell of a lot of money). Where farmers had face-to-face accountability with their customers before, the industrial slaughter system is inevitably centralized, monopolized and inherently unsanitary.
If we keep with the industrial food system, we'll ALWAYS have these terrifying and immoral outbreaks. Buy your meat from local farmers--under the table if you have to. More regulations might reduce the number of outbreaks but they won't get rid of the problem.
