The basic problem that prevents numerical agreement between proportions of officers and enlisted men is cognitive ability. Testing uniformly approximates the median American black intelligence level as 85, while the median white intelligence level is 100. The distribution of candidates qualifying for officer's positions is disparate as there is approximately a one sigma difference in distribution. There are simply not a sufficient number of blacks who qualify. Since diversity is "the overriding value," the only reasonable solution is to lower standards and make the military far less competent.
