How would we go about enforcing such a law? By definition, outlaws and criminals don't obey the law. That's why they are called outlaws and criminals.

By the way, if you assault someone with a deadly weapon, that's illegal. If you get caught, you have a trial, and then if found guilty, you go to jail.
