Having been in the insurance business for over 24 years, I've watched the developement of LTC plans by the industry since the 1st plan offered by John Hancock. In the late 90's many, many companies jumped into the LTC business, 5 years later 75% of them jumped back out when the realized they couldn't manage the risk. It's taken 20+ years to accumulate accurate actuarial information that allows carriers to manage the risk of benefits vs premiums. The costs are huge, and for the government to believe that they could take this on, let alone manage correctly, shows me that they had no idea of what they were getting into.
