1. Students failed to grasp the concept or
2. Teachers failed to teach the concept or
3. both

I'm quite sure that practicing abstinence does not lead to increased teen-pregnancy rates.

This article fails in the first sentance.

Perhaps it's time to update the criteria to run for president:
1) Born in the US
2) Age 35
3) Passing grade in Economics 101

This dolt is driving the economy into the ground.
