The tapioca starch I get is packaged locally, branded as "Flying Man Tapioca Starch"

It should be available in supermarkets (e.g. Giant, NTUC). Alternatively, if you are near wet markets, go to the dry goods stalls and ask them. It make help to bring the picture above. If all else fails, you can try to contact Sun Lik Trading (http://sunliktrading.com) and ask about their retailers.
