Any good technical engineer with a pencil, pad of paper aided with the spectrum, spectrum coordinates, circuit power and associated equations could and should have figured this out before one dime had been invested. Messer's Ahuja and Falcone? You have taken very basic antiquated technology, dressed it up and sold it as your own. C'mon St. Louis, get a qualified IT security person in there, close your network like other cities and incorporate or have developed a robust encryption application. A qualified IT consultant would be able to follow that hacker IP to within inches. This should not have happened and is simply embarrassing.
