If you have restored everything from previous firmwares means that all your sms are saved as well. Sms received before 22 june are not compatible with the new version so each time you receive an sms from the same people saved in sms you cant reply. Try deleting those old sms and try again. If it doesnt work you still have a back up of those messages in itunes

Just do the same process 2 or 3 times and it will come right

power off the phone for a minute and restart. once it restarts open cydia and let it load the 2 new updates
