Like HTML headers? I suppose, if that met the requirements of a collection objective, but I couldn't imagine the need for that. I think you're focused on the 'collection' phase of the cycle, nick? Regarding collection I can see very few limits about what 'types' of data can be collected on the internet by a system like this, but I think most of the work is going to be in the analysis of the data being collected and establishing policies for focus actually within the collection phase of the cycle without limiting the scope of the project.
