heres an idea,why not have more forced labor,have them make their own prisons,grow and harvest their own food,
and repair and or make new projects like roads,fencing,landscaping etc...

as for illegal Immigrants ,make them build a wall,fences,pits,to keep their own out,then kick them over it.
