What i see is that both forces are at work. The GOP is getting larger...and conservatives are holding more sway (although, we still have a long way to go).

When public unions "bargain", who exactly is sitting at the bargaining table? Not the taxpayers! It's unions "bargaining" with the Democratic politicians who they elect. No Democrat can get elected without union support.
