BTW, it was a video that caused the ethics charges in the first place. The video was a plan to bring college kids to a conservative way of thinking, the democrats thought that needed to be stopped. And he wasn't fined anything, he paid for 1/2 of the investigation by the ethnics committee. Tom DeLay wanted that seat, read about in the records link I posted below.
