<description>According to the paper reports, sniper fire was at the observation post where was the colonel and the officers, not at the soldiers below trimming the trees. That makes sense as it puts the sniper at the same elevation in that mountainous area. </description>

<description>the fundamental problem with stratups is that they have a bad money/jobs ratio. Hence it is difficult to commit public funds. I.e. a stadium could employ 1,000 people for 4 years. </description>
