Here is the rule dealing with the out of bounds issue.
8. With the exception of the last two minutes of the first half and the last five minutes of the second half, the game clock will be restarted following a kickoff return, a player going out of bounds on a play from scrimmage, or after declined penalties when appropriate on the referee’s signal.
So it seems that they got a rule right, rather than it being a glitch (unless it is also happening during the final 2 minutes of the first half and the last 5 of the second half)

Wiley, just because that's what you would do if you created a team, doesn't mean that's what 99% of America did.....I and a lot of others that I've talked with create either Balanced or Cupcake teams.....So don't go ahead and say that everyone made a powerhouse team unless you went and looked and can actually prove that 99% of the teams created are Powerhouses.
