They wouldn't slow down in a fast moving flow, that's the whole point. It monitors traffic flow to determine the speed limit. It's not going to lower the limit because traffic is flowing well.

How exactly do they plan on enforcing a ban on even hands-free cell phones? If I'm talking via my vehicle's bluetooth, how is the officer going to know that I was talking on the phone versus talking to the passenger, talking to myself, or singing along with the radio? Granted, they could quit making cars with bluetooth, but there will still be millions of vehicles out there with it already built in.

Don't take me the wrong way, I get and fully support a total ban on texting, emailing, or talking with the phone at your ear. I just don't see how they're going to enforce the hands-free stuff.

Sounds like they were over-torqued in the factory. I can't see them putting in the wrong bolts, and the over-torquing could cause the brake damage they're referring to.
