Now, I have not been on a time card for almost twenty years. I do not pay into the system the same way that an employee does. Ergo, when my company folds, I do not get to collect unemployment. I do not get to 'participate'.

The constitution has no barrier for time. Only barriers are those that restrict the function of the government.
