There are mentally ill persons who simply cannot be cared for in their homes because of violent, disruptive behavior and/or their loving kin being unable, financially or physically, to handle them. Statistically, there is going to be a certain percentage of people who are mentally ill and it is one of the functions of responsible government to provide facilities to deal with them. When they lose control, law enforcement officers have to handle the problem. So the mentally ill end up in jail for a few days, then a "treatment" facility for a few days, and then given medications - which they often will not take - and turned out on the streets again. The lack of puclic facilities to provide permanent care for the mentally ill is a great failing in our great country.
