It goes to health in general, and there are some nasty health concerns once the teeth are in decay. Once upon a time low income did make people eligible for dental services through Medicaid, if you had a little higher income you could do a co-pay. Some insurance companies will accept people and get them a good deal. It just doesn't work for some for resaons beyond their control. Unfortunately not everyone gets accepted. There are still Dentists who will take a walk in for a modest price compared to others, if you can search while in pain.
