Wouldn't that be nice? Then they could share our healthcare, our traffic laws, our retirement benefits and on and on. Why, they'd be just like regular people.
And they wouldn't come to DC with average wealth and leave multimillionaires.

Even if this legislation is superfluous it is of importance. The image of The Congress is a bit less than wholesome in this regard, and the new law could help to clean this up.
As to the 3, no matter. The House will take care of everything.
