Ha! In this case - no. Tim Woods is the Secretary of Homeland Security for President Allison Taylor, so this is a top flight priority, especially so since he just terminated Mykelti Williamson. Woods and Taylor have known of Chloe O'Brian since season 7, so it got fast-tracked. :)

I had no problem with Chloe being the provisional (everyone on "24" goes provisional at some point - haha) CTU director. Likely Division sent some over shortly thereafter. :)
