Exactly - that's why people ANYWHERE in Afghanistan will still get hostile fire/imminent danger pay. The ONLY change is you have to be there for a full month to get the FULL month's pay.

Relax, the change here is you will not receive combat/imminent danger pay for the whole month if you spend a day or two in a combat zone vice receiving a whole month's pay for spending a small amount of time there. I didn't research to see if it's pro-rated, however. People pop in and out of combat zones for various 'reasons' and stay one day and get the whole month's worth of pay. That ticks grunts off to no end. This will also save money by stopping some trips altogether.
Now, I wonder if they will come after the tax-exempt status next (you stay a day you get the whole month tax-free).
