It's the Microsoft Syndrome. It will be too expensive to replace NMCI, so just keep throwing money at it. It is the same reason the DoD is still running XP and Office 2003.

I did my time at the Help Desk. I think everyone in an organization that has a help desk should start there or at least spend some time there. They are the key to an organization's success or failure.
