Pay for a GPS jammer?!? It's called a tree in the country, or a building in the city. Simply block the antenna with a piece of tin foil and you're done. A GPS has to receive the signal from a minimum of three GPS satellites in order to triangulate one's position. It's easy to block satellite signals (microwave).
