I think you may to read this a bit closer. The exact details of HAP for those impacted by the mortgage crisis has not yet been promulgated (that 95% thing might not be accurate). The original HAP was established to help military members impacted by BRAC (base realignment and closure). It was later extended to wounded warriors. The last stimilus package extended it to military members who have/will PCS under certain conditions. However, the exact details of the program have not been established or promulgated...stay tuned. You can/should submit an application if you think you may be eligible. Hope this clarifies it a bit.

Please don't discourage DeKort from sharing his opinions & views. I find his comments to be most enlightening. Rarely have I seen anyone take such a principled stand on home ownership...with the possible exceptions of China and North Korea.

The first question goes to your personal experience and training in administering military law (UCMP/NJP) and command authority and responsibility. If you are going to provide "command advice," I think it's relevant for your readers to know.
The second question goes to determining how big a problem this is in the CG. Perhaps an overly broad directive to issue "another" page 7 is not the most effective and efficient way to address it. Wouldn't it be more effective, in any case, to amend the law to ensure that courts issuing orders provide a copy of that order directly to the CG command and servicing legal office? Does the court's duty end with the issuance of the order?
The last thing our units need is another "administrative" requirement that is not likely to make any real difference. It could be up to six months after an order is issued for the CG to learn of its existence (at the range)
