What Obama did was truly unfortunate: he went to Copenhagen and tried to make the games about him. His speech in Copenhagen contained 14 paragraphs; 50% of those paragraphs contained references to his personal life and/or biography. If the USA had been awarded the games, they very likely would have been known (unofficially) as the Obama 2016 games and not the Chicago 2016 games (at least in the media and at least for a while). So, the schadenfreude that many people feel today is truly not directed at Chicago, but at Obama.
