The overwhelming majority of working people have taxes (income and FICA) pre-deducted from our paychecks making it impossible to refuse to pay taxes. You could ask your HR to stop withholding income tax but I think a mass movement in that direction would result in laws banning it before it actually got off the ground. Refusing to pay is something that only the self employed could reasonably pull off. And face it, large scale, coordinated businesses aren't made up of the self employed. If workers at Wal-Mart, for instance, decided to not pay taxes, I'm sure Wal-Mart would not allow employees to change their withholding to zero en masse
