Once downloaded extract the contents of the file.  The unzipped archive will include eight files.  You will only need two of these files.  The two files you need are  swfobject.js and tagcloud.swf.  3.  You will need to upload these two files to a web hosting service somewhere on the Internet.   You can put these files anywhere as long as you can reference them with a URL.  I already had web space for my personal website so I placed the files there.  There are free web hosting services available if you need them.  4.  Backup your blogger template in case anything goes wrong.  5. The root of the problem is that these files are no longer accessible at their original location.  All you are doing is changing the location in the script so that these files can be found and executed.
